- if you specify a different shipping address from the payment address, it does not set Reverse Charge
Can be if the shipping address is in the country of the shop. Then reverse vat is not applied.

- And another question, is it possible instead of Reverse Charge - to set 0% rate as Opencart does it with normal tax rate on checkout and in order details?
If you mean change the text for the tax total, you can do it in the xml language files. It is not yet possible to do it thought the admin extension settings.

For english translation go to system/owc_euvat.ocmod.xml, but better use the owc_euvat_english.ocmod.xml see attachement and put it in the system folder. After run modifications.
